10:27am, 9 Mar - +263 7** *** ****: On my previous survey, I mentioned quite a number of reasons which either way or the other if scrutinised, you will find are related and cannot be treated separately.
In this article I will dwell other reasons not mentioned earlier and maybe substantiate on one or two other already mentioned on part 1.
1. Manipulation of the police organisation and judiciary system. The people who can really tell you how to do away with this virus, (actually hire to minimise it because total extinction is impossible) which we call corruption are the cops. They know they have crucial ideas but why don't they come out because no-one wants this to continue? The reason is because they are being manipulated by the very people who are perpetrators of corruption. The organisation is never impartial as claimed. Any one who claims to be impartial is labeled enemy of the revolution and state. Members or officers or it's safe to say junior officers might be impartial but they are made or forced to appear as if they're aligned to politics. The police officers are quiet because they will be putting their lives at stake pointing fingers because to get rid of this virus you need to point fingers. Further more, once they try to exercise their lawful duty some of them claim they have been ordered to stop or else nobody knows what. Some of the agents for these big fishes have been said to have been arrested and brought before courts but have been discharged despite the availability of facial and undisputed evidence. Why? Because the judiciary system is being manipulated and they will be offered to release the agent. So how can we get rid of the inimical animal when the two weapons we rely on are being manipulated by this animal? One may wonder why police here police there in my article, it's because nothing and I mean there's nothing we can achieve without the police on our side. So how can we get them on our side? Advocate for absolute and uncompromised implementation of the constitution we voted for. Dissolving of it's long serving command. Why don't they retire like any other "normal" old boys? It's because they're there to safeguard their gains and deeds in corrupt tendencies.
2. Sheep in wolf skin. This is to substantiate one of the points raised in the previous edition. The very people who claim to be against corruption are the ones that are spear headers in corruption. They are sheep in a layman's eye but they in reality are the wolves. They go after the little ponies whom they claim are the most if not the only corrupt like the cops top cover up their own pathetic and disgusting deeds. You can't fight corruption aid the same time being the worst in corrupt tendencies, what a paradox? If the child sees his parents living to dance, the child also will imitate that, so what day ye of the children of the government we see engaging in corrupt activities?
After the salary gate scandal it has been said that there will be a commission to be set up to lead investigations to that effect. My question is who chooses who in that team to lead the investigations? This is because the people who are responsible for that are in one way or the other perpetrators of those scandals. What security do we have that this anti corruption team is not just a formality to silence the media and public cry? The perfect example is the anti corruption team targeting the traffic cops. Why there isn't any other targeting other perpetrators in other government departments?
4. Consolidating property gained through corruption. One may wonder why Zimbabwean government cabinet can be said to be dominated by old horses? Why don't they retire? It's because the property they have, as said before, doesn't tally with their official income. Hence they gained the bigger portion of it through corruption which includes diversion of public funds which has led to poor service delivery to the innocent citizens. These rich officials, who vulgar in taste, un reasoning savages, with unscrupulous habits, dull with no passion, want nothing, in their participation in cabinet, but to consolidate and increase their gains they have illegally acquired. They are not there to deliver friends. It's all corruption.
In light of the above one may be correct to support my view on why I think in reality ZIMBABWE isn't fighting corruption per se but beating around the bushes in semblance of fighting it.
Thank you
