2:52pm, 22 Mar - +263 7* *** ****: Plz as byo resdents we are having problem w byo city council penalities on water charges .hide ma identity.im a teacher who wks in rural areas and have a hse in byo.in 2012 i heard a penalty of 300 dollars.2013 a penalty of month it will be 50 dollars and they dont even come to read metrrs.this tym in jan 2014 got a penalty of 60,even when u go to tower block for clarity they just refer u to different offices
