President Robert Gabriel Mugabe is the president of Zimbabwe therefore he will never walk without a body guard. There is no country on earth where you will see a head of state walking in the street without some form of security.

The USA a country that claims to be the most democratic in the world has two presidents assassinated and a third shot at and injured. So you see it's unwise for a head of state to roam the streets without security, after all Mr. Thomas Mulcair is just an opposition leader.
