Bulawayo mayor, Councillor Martin Moyo this morning snubbed a meeting with his party boss, Morgan Tsvangirai at council chambers in a development that was seen as insubordination.
Moyo boycotted the meeting together with MDC Renewal aligned councillors.
Only 21 councillors were present.
Deputy Mayor Gift Banda who chaired the brief meeting kept on saying 'we are waiting for his worship, the mayor to join us'.
However, Moyo did not show up.
From the packed gallery, other councillors could be heard whispering asking each other on Moyo's whereabouts.
In his address Tsvangirai said it was key for the leadership to monitor activities conducted by all MDC run local authorities.
"It's very critical that we supervise all councils under MDC-T. This will show that the party is capable of ruling (the country)," he said while being flanked by his deputy Thokozani Khupe and Banda.
Tsvangirai added that Bulawayo being the second largest city in the country it was important that it attracts investment.
"There is widespread unemployment in the country and companies are closing in Bulawayo. We should find solutions.
Meanwhile, Tsvangirai is expected to tour various projects done by the local authority and interact with vendors.
