Mashayamombe barred from Zanu-PF business

Zanu-PF Harare Province has barred its political commissar, Shadreck Mashayamombe, from conducting party business pending finalisation of his disciplinary cases.

The Provincial Executive Committee will meet today to endorse no-confidence votes on him and Zanu-PF National Political Commissar Saviour Kasukuwere, and then forward both petitions to the national leadership.

Mashayamombe is accused of plotting to topple President Mugabe via an Extraordinary Congress of the ruing party via parallel structures he and Kasukuwere have allegedly been creating.

Mashayamombe is accused of plotting to topple President Mugabe, insulting First Lady Amai Grace Mugabe, disrespecting the party leadership, promoting factionalism, creating divisions in the party, dictatorship, imposing primary election candidates, bringing the party's name into disrepute, and involvement in land scandals.

Part of the order, dated April 19, 2017 and signed by Zanu-PF Harare provincial secretary for administration George Mashavave, reads: "A prohibition order is being issued to you following the decision of the Provincial Executive Council meeting at provincial headquarters on 15 April 2017 where it was resolved that disciplinary proceedings should be instituted against you. You will be barred from exercising duties of the Provincial Secretary for Commissariat until your case has been finalised."

Yesterday, Mashavave said: "Following a petition or a crime, a prohibition order - pending a hearing where the matter will be deliberated upon - is issued to the accused. This will prohibit or bar the accused from conducting any party business. This is in line with party procedure."

Article 10 Section 74(1) of Zanu-PF's constitution says a prohibition order and notice will be issued to any party member against whom disciplinary action is intended.

The section reads, "Any member of the Party against whom disciplinary action is intended to be taken shall first be issued with a prohibition order and notice of charges in writing, for a period not exceeding 14 days in respect of the branch and district and 21 days in respect of the province.

"The notice of charges shall state the charges and the date and venue of the hearing of the case by the appropriate disciplinary organ. The notice shall also inform the member being charged of his constitutional rights under Article 10 Section 69."

Mashavave continued: "The Provincial Executive Committee will meet (today) to endorse votes of no confidence passed on National Political Commissar Saviour Kasukuwere and Mashayamombe. We have changed the venue from the provincial offices to party headquarters.

"The ZRP have been informed of the meeting and will provide adequate security. The meeting will be attended by Provincial Co-ordinating Committee, Central Committee and Politburo members."

Mashayamombe said, "I have not seen the order. They have not handed anything to me."
