Zanu-PF may find it difficult to amend the Constitution as it plans, particularly clauses which are tied to Chapter 4, which deals with the declaration of Rights because of the safe guards put in place.
Section 328 of the Constitution outlines the procedures which should be taken in the event that an amendment should be affected on the 2013 Constitution.
Constitutional law expert Alex Magaisa says it needed something special to amend the Constitution.
He said Constitution is an important document, upon which all laws are founded.
Chinamasa recently disclosed that Treasury was financially hamstrung and proposed to so away with some commissions to cut down government expenditure.
In a statement over the weekend, the local justice lobby group said the planned move was likely to derail plans to entrench principles of human rights and democracy in governance structures as provided for under Chapter 12 of the new Constitution.
The new Constitution provided for five additional independent commissions mainly to protect human rights.
