The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) commenced the pre-paid meter project in 2012 and has installed about 563 000 pre-paid meters in residential and commercial buildings out of a target of about 800 000 electricity consumers by 2018.
The target is spelt out in the government's economic blue print, the Zimbabwe Agenda for Sustainable Socio-Economic Transformation.
Harare Residents Trust said this means that about 237 000 electricity consumers are still on the old billing system.
Permanent Secretary in the Ministry of Energy and Power Development, Partson Mbiriri said the development has seen the resurgence of corruption, with some ZETDC employees reportedly taking advantage of the situation by demanding more than $300.00 to install the pre-paid meters for customers.
He said customers do not pay installation fees directly the cost is recovered through normal billing system. He said currently the ministry is facing the challenge of shortage of prepaid meters due to procurement challenges.
