Zimbabweans must immediately form a Parallel Government

The Editor,

It has been 37 plus years since Zimbabwe attained its independence yet there is no independence to talk about today. ZANU (PF) has successfully sucked up all the power apparatus; used the same play book to win the shame elections year in year out and yet the opposition always gets excited during the election season.

Even after Joice Mujuru, the woman who spend almost 37 years working under the shadows of Robert Mugabe both in Mozambique as a guerrilla fighter and independent Zimbabwe as a minister and Deputy President, confirmed what we already knew that ZANU (PF) rig elections, the opposition is still moving with lightning speed to participate in next year's general elections.

The people of Zimbabwe, in the country or in the Diaspora, must immediately come together and form a parallel government. Mujuru clearly told us ZANU (PF) uses rural headmen to steal the elections.

Faced with this reality, how folly can it be for the opposition parties to still talk about elections knowing very well that ZANU (PF) will sweep every rural seat available; 70 percent of the vote?

Instead of getting excited and playing to ZANU (PF) and opposition galleries, Zimbabweans must form a parallel government immediately. If no one wants to lead the parallel government, I will volunteer myself. As a first step, we will need to set up 25,000 village committees immediately.

Once the village committees are in place, we will need to establish an independent judiciary; we will appoint 10 judges to the Supreme Court. We must not worry about ZANU (PF) reactions. Currently all judges are ZANU (PF) appointed and do not represent the cross section of the country. We cannot allow ZANU (PF) as a party to dictate what is good for the country.

Then next we will establish an independent media. We cannot continue to read fake news and lies in the ZANU (PF) controlled papers. We need media to be truly independent and help bring light to our day to day dealings with people's lives. Anything that we do as leaders' touches on every aspect of people's lives therefore should be done above board. The media will help us keep in line.

We will then establish an independent electoral commission. There is no need to get excited and participate in useless elections. There will be no elections in Zimbabwe until this commission is fully operational.

Today we have a partisan central bank that is presiding on a country without its own currency. This is the height of absurdity. The next Zimbabwe parallel government must immediately establish an independent central bank.

Our civil service is the worst ever. Almost 99 percent of the civil service are ZANU (PF) and their cronies. It is sad to see even teachers opposed to ZANU (PF) being haunted out of their profession; not that I am a big fan of teachers but nevertheless having our children being taught by ZANU (PF) thugs is painful. The parallel government must establish an efficient civil service from day one.

All these efforts will come to naught without a neutral and professional armed and security forces. The next parallel government must immediately engage with foreign governments to get 5 thousand youths trained in different armed and security areas.

Sincerely,
Sam Wezhira
