'Govt seems to think other areas besides Harare are very inferior' - Moyo

SENATORS have accused Government of coming up with projects that are skewed in favour of Harare ahead of other provinces.
Government, they said, was biased towards developing Harare only. This came out during the debate on a motion for a US$141 million loan agreement for development and rehabilitation of municipal water and sewage treatment works for the City  of Harare between the council and the Export-Import Bank of China.
Acting Finance Minister Gorden Moyo steered the motion in the absence of Minister Tendai Biti.Chief Ntabeni of Midlands said Government was supposed to put equal effort for projects in other areas just like they do for Harare projects.
Government, he said, was also supposed to consider other areas that also needed water.
"My observation is that most of the projects which are introduced, when they are aimed at Harare, are taken up fast," Chief Ntabeni said.
"In other provinces, the Government is very slow in taking that. Minister, forgive me for using this term, Government seems to think other areas besides Harare are very inferior, but all the people of Zimbabwe are equal. 
"If you look at people, especially in Midlands area, you find that there is no water."
Mzilikazi Senator Matson Hlalo (MDC-T) said there were other areas plagued with water problems.
"I would also want to ask the minister if something can be done about the city which I represent which is Bulawayo which has a problem of water itself and it has come to the extent that for the first time in so many years, we are now rationed water in Bulawayo. Why is this happening?"
MDC-T Senator for Gwabalanda Ms Agnes Sibanda said Government was also supposed to look for loans to complete existing projects.
She said the Mtshabezi water project was still a pipe dream yet Government had gone ahead to apply for loans for new projects.
Senate acting president Chief Fortune Charumbira rebuked senators from comparing projects saying they were supposed to debate the motion at hand.
Public Works Minister Joel Gabbuza recently scoffed at marginalisation claims saying all the country's provinces were having a fair share of construction programmes.
