A Bulawayo councillor Donald Mabutho has expressed some worries over the very low revenue inflows which the council has blamed for poor service delivery.

According to latest council minutes, Mabutho made the remarks during full council meeting in chambers.

"Councillor Mabutho observed that the last 3 months of 2019 (October, November and December) had very low revenue income. Most residents did not pay their bills. Some residents had outstanding bills since 2013. Council needed revenue to provide service delivery. Some of the wards were performing very well. Residents were encouraged to make payment plans especially those who owed council," reads the minutes.

Council has since adopted a policy in which it disconnect owing residents from water supplies to push them to settle their bills.
