Mr Justice Maphosa is the man behind Carnival 2017 and is the CEO of his South Africa Big Time Entertainment. Good evening!
GREATER HARARE which comprises of Harare City, Chitungwiza Municipality, Norton Town Council, Epworth and Ruwa Local Boards could benefit immensely from this year's Harare Interntional legacy Carnival which is expected to rack in millions of dollars in revenue.

In her closing remarks, Deputy Minister of Tourism and Hospitality Industry, Honorable Anastancia Ndhlovu bemoaned the dire and immediate need for unity of purpose and progressive collaboration and cooperation from all sectors of the social divide so that the Tourism Masterplan could be adopted.

"The document itself however, is far from being counted as an achievement since beyond its development is the need for collaborative efforts from all Government departments and the private sector in order to ensure comprehensive implementation of the Tourism Masterplan", said Hon. Ndhlovu during the recently held National Tourism Masterplan Sensitisation Workshop held recently at a prestigious conference centre in the capital.

It is quite unfortunate that had the Masterplan been brought on the table a few months ago, the fiscus (which feeds directly into the GDP of the country) was going to benefit double the expected returns set to be profited from this year's Harare International Carnival.

Local Authorities should take this year's Carnival event as a great opportunity to market their products and destinations. It would be wise for Government to host an all inclusive Ministry of Tourism-Local Government Authorities Sensitisation Workshop on the art and, or dynamics of tapping into the vast tourism and investment opportunities Carnival 2017 will bring upon Zimbabwe. An strong and well defined integrated network and support system is quintessential in the build up to this year's legacy Carnival.

The Deputy Minister thanked Honourable Minister of Tourism, Dr Walter Mzembi (MP), for being a thought leader and relentless driver of the vision that His Excellency the President Robert Gabriel Mugabe bestowed on him in 2009 when he formed this stand alone Ministry on Tourism.

She elaborated at length how as a woman, a mother and a leader in Government she was proud of the rich path that tourism has walked through under the Honourable Minister's guidance and that she had no doubt that we will reach far as a nation.

"As we have always stressed, tourism in Zimbabwe is government led and private sector driven, hence the government has led the development of the National Tourism Masterplan, and the private sector should now drive its implementation", added the Deputy Minister.

Greater Harare area estimated area is approximately 1800km2, with an estimated 4 million people growing at an estimated growth rate of 2 percent per annum.

Among the major promoters of this year's Harare International legacy Carnival is Siouth Africa-based million dollar investment empire 'Big Time Entertainment' which is wholly owned by Mr. Justice Maphosa.
