Jailed Harare Council Finance Director finds self back in dock

Former Harare City Council Finance Director Stanley Ndemera has been arrested by the Zimbabwe Anti-Corruption Commission (ZACC) for a second charge of criminal abuse of office. The allegations involve the illegal sale of prime land in Borrowdale during Ndemera's tenure.
Currently serving a six-year jail term for a similar offense, Ndemera was taken from Harare Central Prison to the Harare Magistrate Courts by ZACC officers on Wednesday. The new charge suggests that he sold the specified land to Vitof Investments without proper council authorization, allegedly in collaboration with Council Valuer Emmanuel Mutambirwa. Mutambirwa is already on remand facing similar accusations.
ZACC released a statement saying, "Former Harare City Council Finance Director, Stanley Ndemera, was arrested on allegations of criminal abuse of duty as a public officer. Ndemera was picked up from prison where he is serving a sentence. The former Finance Director allegedly connived with Emmanuel Mutambirwa, a former Harare City Council Valuer and Estates Manager, to sell a Borrowdale piece of land valued at ZW$91,691,130 to Vitof Investments (Pvt) Ltd without Council resolution."
