Heavy police presence irks Kadoma Kombi operators

Kombi operators in Kadoma plying the Town-Eiffel Flats road are complaining about the heavy police presence on their route.
One driver said there were too many police offices along one road.
He insinuated that the police hasn't changed at all.
He said they expect the driver to fork out something if one wanted a smooth passage irregardless of the documents one has.
The only difference, he said, is whereas previously they demanded the 'toll fee ' pronto, now they allowed one to make a few trips before making the payment.
The question remains, are the actions of the police justified while the Kombi operators are just cry babies who do not have proper documents and are keen on benefiting from a lax system, or are the actions of the police contrary to the new dispensation?
