MDC-T Minister implicated in the $4.4 million fuel scam

The Minister of Energy and Power Development, Mr. Elton Mangoma, has been implicated in the NOOA petroleum scam which saw the embezzlement of US$4.4 million.
The minister is now facing imminent arrest following latest information confirming that he subcontracted a bogus South African company.
The Mangoma-NOOA fuel saga has taken a new twist with latest investigations by reporters revealing that two of the subcontracted company's directors, Mr. Ratha Krishan Nayager and Mr. Joel Chikapa Phiri, have previous criminal records allegedly linking them to fraud and corruption in South Africa.
Information from reliable sources indicates that NOOA Company is of no fixed aboard.
Its operations are run through subcontracting established companies.
The company does not have a representative office at Beira Oil Terminal in Mozambique where the five million litres of fuel was supposed to have been sourced.
While Minister Mangoma has been flip-flopping on his exact position regarding the delivery of the five million litres of fuel, sources have indicated that NOOA directors based in South Africa are now distancing themselves from the deal a situation which is likely to stall the delivery.
Other allegations being leveled against Mr. Mangoma stem from the breach of State Procurement Board procedures in which he unilaterally gave Petro Trade a directive to procure fuel from NOOA without going to tender.
Mr. Mangoma is also alleged to have flouted state procedures by using the Debt Redemption Fund without following guidelines.
It is against this background that the on-going investigations are likely to see the MDC-T minister being arraigned before the courts to answer to allegations of prejudicing the state of US$4.4 million.
