Bulawayo City Council blasts residents...calls them agitated and uncooperative

Bulawayo City Council has accused the City's residents of being agitated and uncooperative with an appetite of taking the Council to court every time there is a dispute.
In its 2020-2024 strategic plan, the Council said:
Citizenry Residents remain the primary stakeholders and partners-in -chief of the local authority. They continue to support Council programmes. Yet, the simmering conditions of unemployment, informal and unsatisfactory lifestyles, coupled with polarized politics and tendency towards anti-establishment, protest culture have given rise to what has become a generally agitated and uncooperative brand of residents.
Radical advocacy has taken root in the community seemingly encouraging wanton non-cooperation with Council, a desire to evade Council obligations, and an overly litigious culture.
Mziwandile Ndlovu a Bulawayo activist blasted the Council saying, "It's a sign of the times. @CityofBulawayo is performing poorly and the residents are rightfully agitated. They sound combative and cornered. They must do better to procure the cooperation of residents."
Another Bulawayo resident Samu Khumalo said, "Dishonest and incompetent administrations blame everyone but themselves. Who puts such nonsense in a strategic plan?"
