Zec blames 'human error' for poll travails

THE Zimbabwe Electoral Commission (Zec) yesterday said it was investigating the chaos that engulfed the August 23 elections but blamed possible human error for failure to send ballot papers to some polling stations.

Zec rejected claims that it gave the ruling Zanu-PF an unfair advantage over the opposition.

In an interview with the Zimbabwe Independent, chief elections officer Utoile Silaigwana said Zec conducted last month's polls according to Zimbabwe's laws, and the outcome, which has been disputed by the Citizens Coalition for Change (CCC), reflect the will of the people of Zimbabwe.

"The delimitation report followed the dictates of the law and the matter was resolved by the Constitutional Court. As a commission, we did not carry out the process in favour of any particular political party," Silaigwana said.

"The commission is still reviewing its processes to find out what caused the shortages in those areas where ballot papers ran out.

"It could be several things ranging from failure to check the quantities delivered at each polling station to just human error, but like I said the commission is reviewing its processes to ascertain the causes for the shortages."
