A police officer based in Harare has been brought to court on charges of establishing a fake commuter omnibus association that facilitated the operation of commuter omnibuses without the necessary documents and requirements.
Shepherd Jaricha faced charges of criminal abuse of office during his appearance before Harare magistrate Mr. Dennis Mangosi and was granted bail of US$100.
The prosecution alleges that at some point in October, Jaricha, a member of the Zimbabwe Republic Police and thus a public officer, intentionally formed a commuter omnibus operators' association named KR JARICHA. This association reportedly enabled the operation of commuter omnibuses without the required documentation and compliance with the Road Traffic Act and the Road Motor Transportation Act.
The commuter omnibuses were said to have been operating on several routes around Harare, including the Central Business District.
Jaricha is accused of providing information on traffic police operations to members of his fake association, thereby undermining the police's efforts to maintain order on Greater Harare's roads. These actions were allegedly inconsistent with his duties as a public officer.
Furthermore, Jaricha is alleged to have been involved in managing or controlling a private voluntary organization named KR JARICHA, knowing that the organization was conducting unregistered activities and seeking financial assistance from association members.
