Mnangagwa cracks whip

President Emmerson Mnangagwa has issued a stern warning to local authorities involved in corrupt practices, pledging that no perpetrators will be spared as the Government intensifies its fight against graft. Addressing over 2,000 councillors from 92 local authorities at the Zimbabwe Local Government Association "All Councillors Indaba" in Harare yesterday, the President reaffirmed his administration's commitment to rooting out corruption.

"I am deeply concerned by cases of corruption in the local government space and the entire society. Those perpetrating such acts must face the full wrath of our country's law. No one, including local authorities, will be spared," said President Mnangagwa.

Call for Excellence and Community-Focused Governance

The President urged councillors to transform local authorities into centres of excellence, emphasizing leadership, innovation, and efficient service delivery to uplift communities. He encouraged collaboration among urban and rural councils to share best practices and address grassroots challenges.

"You should operate in unison, always collaborating, sharing experiences, and sharpening yourselves towards responsive policy-making at the grassroots level for the benefit of Zimbabwe," he said.

Key Development Initiatives

President Mnangagwa highlighted several priority initiatives: Nhimbe/Ilima Road Rehabilitation Programme: This culturally inspired programme is critical to advancing the development agenda through unity and collaboration. Devolution and Decentralization: He emphasized the importance of community participation and ownership in implementing people-centred projects and programs. Urban Renewal Projects: The President directed the accelerated construction of the new Mbare Traders Market and stressed the importance of modernizing urban infrastructure for improved working and living spaces.

"All responsible Ministries, Departments, and Agencies must expedite the construction of the Mbare Traders Market. Our urban communities deserve better working and living spaces," he added.

Focus on Disaster Preparedness and Climate Change

As the 2024/2025 rainfall season begins, the President called for robust disaster risk management strategies to address extreme weather patterns exacerbated by climate change. He cited recent experiences in Masvingo, Mberengwa, and Harare as lessons in preparedness.

"It is imperative that we remain on high alert and prepared for any eventualities," he said.

Recognition of Progress and Challenges

While commending local authorities for strides made in areas like masterplan development and revenue enhancement, President Mnangagwa stressed the need for intensified efforts in providing basic infrastructure and services.

He also praised the collaboration between the Ministry of Local Government and Public Works and the Chitepo School of Ideology, which has trained mayors, council chairpersons, and executives.

"This initiative seeks to advance our shared national vision and priorities within the public sector, as enshrined in our Constitution," he said.

Vision 2030 Commitment

Harare Mayor Jacob Mafume urged councillors to align with Government initiatives to achieve Vision 2030, while Zimbabwe Local Government Association president Dr. Aaron Shamu pledged the association's loyalty to the Second Republic.

Vice President Dr. Constantino Chiwenga and Local Government Minister Dr. Daniel Garwe reiterated the importance of local authorities in driving development and ensuring service delivery across the nation.

President Mnangagwa concluded by acknowledging the resilience of small and medium enterprises, which continue to grow local economies and enhance empowerment despite the impact of sanctions.
