Zanu-PF MP under investigation over CDF misuse

Zanu-PF MP for Mberengwa East, Tasara Hungwe, is under investigation over allegations that he diverted more than ZiG1.3 million from a Constituency Development Fund (CDF), according to reports.

The funds, disbursed by Parliament in August last year, were meant to finance approved constituency projects. However, investigators allege that Hungwe quickly transferred large portions of the money through companies linked to him before the funds eventually moved into a microfinance institution.

The alleged diversion has drawn scrutiny from the Zimbabwe Anti-Corruption Commission, which was reportedly preparing to arrest Hungwe before an alleged intervention by a senior political figure halted the move. ZACC has not publicly confirmed the claims.

Sources say the Reserve Bank of Zimbabwe's Financial Intelligence Unit is assisting in tracing the funds. Investigators suspect the money was ultimately converted into US dollars and paid out to Hungwe, raising concerns about possible money laundering and conflict of interest.

Hungwe has denied any wrongdoing, insisting that he can account for the funds, although he has declined to provide details about the transactions, companies involved, or specific constituency projects funded.

The Constituency Development Fund is intended to support community projects through a structured process involving oversight by local committees, including elected officials and traditional leaders. Each constituency is required to follow strict procedures on how funds are allocated and spent.

This case adds to growing concerns about CDF misuse in Zimbabwe. Another Zanu-PF MP, Darlington Chiwa of Chiredzi West, is already facing prosecution over similar allegations involving nearly ZiG1 million allegedly used for personal expenses.

The investigation into Hungwe is ongoing, with authorities yet to conclude whether charges will be filed.
