Mnangagwa appoints Tsitsi Zhou as Deputy Minister of Lands

President Emmerson Mnangagwa has appointed Tsitsi Zhou as Deputy Minister of Lands and Rural Development, with effect from 1 May 2026.

The appointment was announced by the Chief Secretary to the President and Cabinet, Martin Rushwaya.

According to the official notice, Zhou will serve in the Ministry of Lands and Rural Development, a key portfolio responsible for land governance, rural development programmes, and related policy implementation.

The appointment forms part of ongoing executive adjustments within government structures as the administration continues to align ministerial responsibilities with national development priorities.
