COLONEL Minnie Baloyi-Chiwenga, wife of Vice-President Constantino Chiwenga, has graduated with a Doctor of Business Leadership degree from Midlands State University (MSU), completing doctoral research examining Zimbabwe's long-running “guns versus butter” dilemma.
Baloyi-Chiwenga graduated at an MSU ceremony on Thursday, with her thesis titled “The ‘Guns' versus ‘Butter' Dilemma in Zimbabwe, 1990–2023.”
Her research examines how governments make difficult decisions when allocating limited national resources among competing priorities, including security, public services and economic development.
The study provides a longitudinal examination of Zimbabwe's resource-allocation choices over more than three decades, covering different periods of the country's recent political and economic history.
According to the thesis citation, the research explores the competing national demands and development priorities confronting Zimbabwe between 1990 and 2023, placing those choices within the broader context of leadership, policy formulation and national decision-making.
The "guns versus butter" concept is used in economics and public policy to describe the choices governments face when scarce resources must be divided between defence and security requirements, on one hand, and civilian needs and development, on the other.
Baloyi-Chiwenga's research applies the concept to Zimbabwe, examining how policymakers have navigated competing demands amid finite resources and substantial development needs.
The study also considers how leadership and policy decisions influence the distribution of national resources and the resulting implications for development.
By covering the period from 1990 to 2023, the research spans more than 30 years and provides a historically informed assessment of how Zimbabwe's national priorities have evolved.
Her graduation adds a doctoral qualification to Baloyi-Chiwenga's public profile and marks the completion of an academic project centred on one of the enduring challenges facing governments: determining how best to allocate limited resources while responding to immediate national demands and pursuing longer-term development objectives.
She was formally presented for the Doctor of Business Leadership degree at MSU on Thursday, marking the culmination of her doctoral studies.
