Mnangagwa sends exam bill back to Parliament

PRESIDENT Emmerson Mnangagwa has referred the Zimbabwe School Examinations Council (Zimsec) Amendment Bill back to Parliament to allow legislators to address issues over which he has expressed reservations.
The development means the Bill will be recommitted to the Committee of the Whole House for further consideration.
Clerk of Parliament Kennedy Chokuda confirmed the development, saying Parliament would have to sit and consider the issues raised by the President.
The Bill seeks to strengthen examination security, increase penalties for examination-related offences and curb the leakage of examination papers.
It also introduces new offences targeting modern forms of academic dishonesty, including the use of smart devices and collusion at examination centres.
The Bill will now return to Parliament for consideration of the President's reservations before the legislative process can proceed.
