Prophet Magaya duty scam, Zimra officials nabbed

Two Zimbabwe Revenue Authority (Zimra) officials have been arrested on allegations of conniving with the managing director of Oceane Perfumes to import a vehicle for the wife of Prophetic Healing and Deliverance (PHD) Ministries leader, Prophet Walter Magaya but evaded paying duty.
The duo, Kudakwashe Larry Mapfumo (30) who has since been dismissed due to misconduct and Clifford Tinashe Gonde (30), a revenue officer, are alleged to have manufactured fake documents for the vehicle to facilitate its registration and undervalued the vehicle, a Landrover Discovery 2014 at $18 000, which had been purchased for $80 000 in South Africa.
Upenyu Prosper Mashangwa (35) who imported the vehicle on behalf of Tendai Magaya was made to pay 5 percent of the $18 000, which is $900 as duty instead of $36 000 that was supposed to be paid.
This brings the number of people arrested so far in connection with the case to five.
Mapfumo and Gonde yesterday appeared in court before Mr Tendai Mahwe charged with Fraud.They were remanded to April 30 on $200 bail each.
Their alleged accomplices Mashangwa, Cosmas Mushininga and Ngonidzashe Matiyenga are already on remand facing similar charges.
According to the State, the vehicle was bought as a gift for Mrs Magaya by Admire Mango, a senior overseer at PHD Ministries for Chitungwiza area.
He sought a car dealer and was referred to Mashangwa by Gilbert Mafusire.
It is the State's case that Mashangwa was given $80 000, which he said was enough to import the vehicle.Mashangwa, the court heard, roped in Mushininga, a commodity broker and Matiyenga a car dealer and they imported the said vehicle.
They were given a further $36 000 for duty and registration by Mango.
It is alleged the trio hatched a plan to evade paying duty and Mashangwa is said to have connived with Mapfumo and Gonde who then manufactured fake documents for the vehicle.
They reportedly misrepresented that the vehicle was a 2004 model bought at an auction and that it had been previously registered by the CMED.
It is the State's case that Mapfumo and Gonde then undervalued the vehicle at $18 000 and Mashangwa was made to pay 5 percent of the amount, which is $900.
The anomalies were discovered by Zimra on March 13 this year leading to the seizure of the vehicle and issuance of a notice of seizure to Mrs Magaya.
