State bureaucrats are rubbing their hands in glee as they hope to corruptly benefit from a $500million facility being negotiated between DBSA and NRZ.
The deal is facing resistance from State actors who are demanding that the funds be released directly into government coffers instead of Spoornet, who are the agreed development partners.
In terms of the agreement, only $30million should be given directly to NRZ to meet operational costs.
Transport minister, Obert Mpofu, recently hinted in Parliament that there could be some problems with the DBSA deal.
Mpofu however denied the allegation that government officials were poking their nose in the deal.
