Using state resources to fund Mugabe rallies criminal

Zanu-PF today declared in public that it disregards the laws of the land in their pursuit of the narrow power retention agenda. In an article published by the Herald, Zanu-PF declared that government and business are both pooling resources to fund Mugabe's rallies.

In an illogical justification of the conduct, Mandi Chimene said government and Zanu-PF had an obligation to share roles because they are both led by Mugabe, this argument reflects that the so-called Minister of Provincial affairs did not take a minute to think before uttering those words.

Everyone who knows Chimene might be tempted to dismiss her utterances as a motivation of intoxication by a variant of Indian hemp, she has always been known as the queen of potent substances.
 
When intoxicated individuals are in office no matter their irrationality, their decisions carry the day therefore Chimene's utterances must be taken seriously, Zimbabweans must also act against them.
 
Abuse of public funds is a serious crime which in a normal society must not only warrant prosecution of the culprits. Those responsible must be held accountable through removal from office.

The Constitution in Section 308 states the duty of every person responsible for the expenditure of public funds to safeguard the funds and ensure that they are spent only on legally authorised purposes and in legally authorised amounts.
 
The Constitution further dictates that an Act of Parliament be put in place to ensure a speedy detection of breaches of these provisions, the disciplining and punishment of persons responsible for any such breaches and, where appropriate, the recovery of misappropriated funds or property.
 
Chinamasa has been complicit in this regard, he failed to perform due diligence in protecting public funds from abuse, he in fact is the reason why public finances have been misused.

On the other hand Civil Service is also involved in the organisation of Zanu-PF rallies against the dictates of section 200 of the constitution.

"Members of the Civil Service must act in accordance with this Constitution and the law. No member of the Civil Service may obey an order that is manifestly illegal. No member of the Civil Service may, in the exercise of their functions Act in a partisan manner; further the interests of any political party or cause; prejudice the lawful interests of any political party or cause."

Without doubt Zanu-PF is getting an unfair advantage through the criminal abuse of state resources and personnel.

More importantly revenue has been declining; while government expenditure has been ballooning out of control.

The budget deficit is now at 43% a result of corruption, extra-legal budget activities including the financing of Zanu-PF Party activities.

A disaster also looms as the budget deficit is being funded through the issuance of toxic Treasury Bills and raiding of RTGS Balances.

The Minister of Finance has failed to ensure that Zimbabwe lives within its own means as a result; the government has accumulated a huge domestic debt.

This madness must stop; the justice delivery system must deal with the culprits. If it does not happen now any future democratic government must ensure the Zanu-PF criminals are held accountable.
