Marvo management at it again

Marvo employees who have spent almost 18 months continuously without pay are yet to enjoy the US $. Since 2009 they have never been paid full pay but it became worse last year January 2013 up until today June 2014 when they have only received $300 each in 18 months. The management last year applied for Short-time twice and they were granted forcing workers to go on Short-time without pay last year they were granted a total of almost 5 months short-time.
The Company is running smoothly and the management refuse to pay workers' salaries.
What angers the workers most is the fact that in the absence of workers during these short times the Company will be importing finished goods from South Africa.
The management always do as they wish and they always get away with it, the workers suspect that there is corruption taking place between THE NATIONAL EMPLOYMENT COUNCIL FOR THE PRINTING PACKAGING AND PAPER INDUSTRY (NEC) and Marvo Stationery because ever since 2009 Marvo workers have never have an increase every year there is an increase but Marvo always apply for exemption and are exempted from paying any increments, without NEC coming to the ground as per procedure as required by law. We wonder how that is done.
NEC is supposed to come on the ground to investigate before granting such favours.
Now Marvo management is at it again they have yet again applied for exemption and the NEC have already granted them, it began on the 1st of June to 31st of August 2014, and they have further applied for salary increment exemption for 2014. To prove that they are in charge and they cannot be stopped they have also issued some workers which they don't like with suspension letters pending hearings for failure to come to work every day.
Does it make any sense for them to drag workers to a hearing for not coming to work when they are not getting paid and also when that same company is applying for a Short-time?
The workers have made things easy for Marvo management we only want our back pays, give us our money then we resign they don't want but they want to dismiss us through illegal hearings at Marvo.
There is a lot of corruption taking place at Marvo, as it is Marvo is not remitting to NSSA as required by law.
We have more than 20 workers who are over 65years of age and they are supposed to retire but Marvo is refusing to pay hence they are still there because they are finding it difficult to go home empty handed after saving the Company for so many years others have more than 45years of service at Marvo.
Marvo workers are appealing to NGOs and well-wishers to help them with food and school fees for their children because the situation is very bad some Marvo workers are failing to pay rent while others are leaving with relatives, some of us have separated with our wives and children because of poverty please help us. Most of us failed to put together money for our children to seat for their o level examinations.

The workers committee did not in any case agree to this arrangement as suggested by the NEC in the above letter.
The workers committee only said they cannot make any agreement with the management if they want they can go ahead and approach NEC there is nowhere in those minutes where it says the committee have agreed with management on anything this is just propaganda.
In any case Marvo Factory has plenty of raw materials as we speak everything needed are there so we don't understand such propaganda.
Some employers are taking advantage of government failure to protect workers they are refusing to pay for no apparent reason.
