The regulation that cattle that seeks to bar farmers from clearing their cattle without brands for sale or relocation is a disabling. Whilst the aquisition of a cattle brand takes a minimum of 3 months,someone is made to believe the regulation was engandered or crafted before any consultations with the farmers from the ground. I shudder to imagine how a farmer from Makororo-Mambale about 190km away from Plumtree administrative centre can be told to first have a cattle brand before selling his cattle for what purpose because it will surely take the old farmer sometime to find time to get to Plumtree registry office to apply for a cattle brand which brand will take 3 months to reach the Plumtree registry office nd may be take another week or 2 to get to the farmer nd may be some other 3 days to produce the branding iron nd the actual branding needs a kind of skill. Its clear on the above example that the farmer is being made unable to dispose of his cattle which he/she rightfully owns,besides this regulation may facilitate easy cattle theft s than curb it. If a stray animal is branded,its officialy stolen nd cattle with brands will sail thru with little questions asked yet they could be stolen. I suggest that the implementation of this brand regulation be facilitated by a robust campaign by the responsible nd relavent ministry involving all key stakehholders,taking from now on a period not less than a year;that is now on to April 2015.,otherwise the regulation will not serve its intended purpose bt provoke an outcry nd criticism of the mainstream government yet its the approach that comes with a noble security idea that turns it punitive. We cant be made to sale our cattle because an office located in Harare cant reachout farmers to give them c/brands. Cattle industry is the only industry that is operating at above 70% leave to strive.
