Try to Log in and Out Several Times

 - Log in Again with Your Apple ID and Password

Force-Refresh

In case your iPhone won't Turn on, it's possible you recently forced refreshed the App Store, and it led to this issue.  You can try and forced refresh the app store if you tap the app ten times, but it won't work in your favor, not always. Update Software

If the Issue is persisting for a while and you can't find any solution, then you can try to update your software and see if it fixes the issue. It's possible the App Store accessed by your device is fixed in an Update in your iOS, so it will be far better if you check for the latest available version.

So, go to settings > General > Software Updates and see if there are any new updates available.  If this doesn't work, then you need to contact the company and see if it can help you out or not.  Use a utility like iskysoft toolbox to update your software safely.

App and Support

Before you conclude, you have to assure your device and the company still support the app you are trying to use. It's possible the app you want to update is out of data and is not support by iOS anymore. So, you might be better off downloading a different app and see if it updates or not.
You have to search the app in App Store. If the App is not showing up, it's possible the App has been removed.

Too Large to Download

It's possible you are getting the Error 4013 because you are trying to downloads a large file with your mobile data. iOS has some safeguards that keep you from downloading a file that is too large for the cellular network.

So, you better check the size of the file you want to download. You can pass this restriction if you turn off the download over Wi-Fi setting. But it would be a lot better if you wait and find a Wi-Fi connection to finish the download.
