4 City of Harare workers arrested over sewer pond deaths

Police have identified the three people who drowned in an open sewer pond in Budiriro, Harare, and confirmed the arrest of four Harare City Council officials in connection with the tragedy.

National police spokesperson Commissioner Paul Nyathi said the victims were identified as Saul Karakadzai (19), Talita Munda (17), and Vimbanashe Shalom Chihota (34), all residents of New Stands in Budiriro 3 Extension.

According to police, four Harare City Council officials have been arrested on allegations of negligently causing the deaths through acts of omission and commission linked to the hazardous sewer pond.

The arrested officials are Engineer Tapiwa Richard Kunyadini (58), Moses Dicko (57), Thomas Rwakatiwana (52), and Tineyi Chihwai (41).

Police allege that the deaths were linked to an open sewer pond created by incomplete excavation works undertaken by the local authority. The three victims reportedly drowned hours apart after falling into the water-filled excavation site.

The incident has sparked public concern over safety standards at municipal infrastructure projects and the management of hazardous excavation sites in residential areas. Investigations are continuing as authorities seek to establish the circumstances surrounding the tragedy and the extent of responsibility of those charged.
