Zimbabwe and transition: Avoiding governance vacuum and complete breakdown of law and order

What masses are asking for does not need to be interpreted as a request for a vacuum in government if we do not share impressions on Transition. If impressions and plans are not forming to survive intra political conflicts that could face Zimbabweans in the event of Zanu government abdicating power, at least let's be honesty to accept oversight and to begin and plan a strategy. It is strong possibilities that we may face a long upcoming unprecedented government chaos as per examples of countries that are named here below. Political management experts dare envisages a Libyan and/or somewhat an Egyptian condition in Zimbabwe if parameters to engage in transition are not cautiously guarded in the minds of all who wish well for the future pf our war tone and poverty stricken country.

People are haste in pronouncing the irrelevance for international support, involvement and help in Zimbabwe to help drive transition, and that is shamelessly wrong and hence the failure, in part, of the GNU in past years. We need put our thinking hats on and engineer transition that avoids military intervention if it should appear as the only meaningful transitional alternative possible. In fact, military intervention will be another way of returning Zanu in power and a safeguard for President Robert Mugabe and his cohorts.

Supposing the government collapses subsequent to masses calling for retirement of Mr. Mugabe it is naïve to assume Mr. Mugabe would vacate power to no one; leaving a sane administration that will yield to demands currently being sought after by the masses in the country. It is possible that a vacuum will exist and therefore an occasion for the military grooming a coup de'tat will be another option for preserving Zanu continuity. It may turn up not to be a full military coup, but it will either endorse Mr. Mugabe continuity under different pretext. We have to be reminded, Mugabe is not a person but a system, cruel and evil that needs dismantling, destroying and burying. Oppressive tendencies are a cancer and need permanent cure to healing fully.

All political aspiring parties, except for the Zanu First and MDC-T, have somehow subscribed to the concept of a transitional government as a means to get Zanu out of the control arena and create a political plane level in the country. Divorcing each political party from having anything to do with political transition assures the free participation of every political party that will comply with new registration requirements after forced retirement of Mr. Mugabe and his political party from a subsequent vote of no confidence by the masses in the country.

Inevitably the United Nations help and that of the British government will be required, not so much to run the transitional government, but to assist in the setting up of a transition which Zimbabweans none political party persons of good reputation in management or community building skills and experience have to organize. and c United Nations and African Union would have to collaborate with a transitional government authority which all political parties have to be signatory to in terms of its duration and mandate.

It is agreed that broadly the transition is to bridge the country from dictatorship of Mr. Mugabe and Zanu political party to a people elected coalition and/or majority elected government. The transition is to avoid a gape, a management vacuum in governance and sustain continuity of government as well as arrange smooth running to elections and its supervision. A transition is to help build people confidence in open electoral system when those involved in government running have no direct interest except to direct governance best practices.

Systemic violence now endemic in our country politics will threaten taking over to subdue others and without having temporary freeze of political chuckling and heckling to allow good order there will be insidious seeds of violence which will plant and cause disturbances that could precipitate disorderliness again. The need therefore for good control of governance backed with pillars of international military personnel as well as police force ought to be in place to help train good police force practices. Canada has one of the best police force on administration of law and order maintenance that has gained world reputation on discipline and orderly policing and training as international partner to world wide peace initiatives.

A quick bilateral; arrangements that work against possible foreclosures and penetration of dissidents from neighbouring countries will be necessary, in addition to examining any military bilateral arrangements that Zanu has with our neighbours. South Africa and Zuma are targets to watch including Angola for their bigotry position as allies in the liberation struggle. Mozambique is level headed and would chose cooperation than spying on a new government and cause destabilizing activities. So generally the transition has much to do and consider to guarantee national political and social stability of Zimbabwe.

In Southern Africa the hard cores on dictatorship are Angola and Zimbabwe pretexted as adherence revolution than to tyranny. This revolutionary zeal, it is known has divided SADC but should be easy to dismantle once orderly control of affairs in the country is on hand. Common sense prevails in the governments of SADC and support for transition will be very much welcome in the rest of the region if intentions are well read and democratic based solutions to dictatorship that seek restoration of rule of law and effective separation of powers to manage forceful accountability and transparency congruent to good governance and its furtherance thereof.

Already Botswana newspaper is showing empathy of its government with the suffering masses in Zimbabwe while Zuma shows strong favour for Zanu government regardless of how masses have invaded into South Africa to stay. Immigration will require strong control to embargo possible penetration of enemies who may aim at causing and sponsoring destabilization. Mass education on the way forward and more so the need to adhere to peaceful methods that permit establishment of permanent and peaceful transition ought to be posted and acted on everywhere by transition government.  

The context Zimbabwe transition takes has to do with the fact that Zanu cannot be allowed near governance except if she comes victorious through the elections after the transitional phase of government. It enables the spirit of transparency to be witnessed by a people who have suffered execution military rule style for the last thirty years. It gives opportunity for traumatic post stress disorders to settle, if such term is medical admissible, so people can make distinction between the past under duress and the future under multiple choices which one will not be punitively punished if she/he chooses. We need not underestimate this phase of transitioning of mind to grapple with orderliness from erratic behavior of Zanu government who punished defenseless people for voicing their pain and sorrow on oppression.

Zimbabwe has moved courageously from timidly cowed down people to focused hopeful community of young persons who work together and accept common responsibility. This can be a time to apply for the best practice for good governance beginning by enforcing openness in elections through formation of government and its accountability. We have to work our future, beginning now.
