The policeman I know is not Augustine Chihuri: Chihuri plays shame

The unorthodox and anarchic Zimbabwe Republic Police represented by suspect police commission Augustine Chihuri in his seminar of 26/09/16 is indirectly telling the courts how they should do their job. He also castigated  his ZANU PF politically appointee counterpart attorney general Prince Machaya for failing to represent ZANU PF well enough to compliment his police to ensure that protesters for change brought to courts by his police are locked up. The public enemy policeman Chihuri called the seminar to give instructions to his police officers to exploit and use to the fullest the dreaded inhumane public order and security act (POSA) to crush the voice of the people. Put in layman terms POSA is the law that was crafted by Jonathan Moyo and Patrick Chinamasa and endorsed by Mugabe that makes it lawful for the police to kill protesters particularly those protesting against Mugabe not for Mugabe, use torture as a means of interrogation, detain suspects for as long as possible without trial, use the army to resolve community problems and apply law and order selectively in favour of ZANU PF.

Chihuri, in his life in the helm of police leadership never learned the art of gathering evidence and arguing his case in front of a judge. The system that Chihuri has always worked under has always been the expectance of the judiciary to rule cases in favour of his party on cases brought to the courts by his party or against it. Chihuri is telling the public that after brutally maiming innocent protesters the courts should disregard the facts, evidence, court processes and the constitution and simple pass sentences against the protesters because he perceives them as undermining his president and seeking regime change. The honest fact is that regime change is long overdue and a necessity at this time. It is time that Augustine begins to think about his own future because only fools will think that they will still enjoy the same power after Mugabe is dead or gone. Mugabe's life is now a day by day the grace of the Lord. Your sins will follow you policemen Chihuri. Mark these words or even hate them, it's your choice. It is only in Zimbabwe where alleged suspects are arrested, get handcuffed, get tortured, no questions asked and curiously enough the courts proceed with hearing those cases even when it is obvious that the alleged suspects have been tortured and denied medical treatment by the police.

Chihuri is not a policeman because he does not have the attributes of a committed professional police officer. He is deprived of the understanding of the proper policing ethics and values. He is incompetent in law enforcement values, grossly undisciplined and intellectually run-of-the-mill. He is not capable of preserving and advancing the principles of democracy enshrined in the constitution of Zimbabwe. He is a man who fully believes that he owns the police force and the decision making about the operations of the police is a boardroom matter for him, Mr Mugabe and minister Chombo not within the confines of the law of policing. Chihuri is not the policeman who maintains law and order in ways consistent with democratic values entrenched in respect and the rights guaranteed to each citizen by the constitution by thuggishly violating the rights and freedoms of the public on a perpetual bases without restraints but gets the encouragement from Mugabe and minister Chombo to crush the public.

Chihuri is not that policeman who places the highest value on the preservation of human life. The allocation of police resources and police education is designed on obliteration of human life causing injury and death. Chihuri justifies and incites the use of force by the police on peaceful demonstrators by making reference to POSA which clearly undermines the rule of natural law, the rational, philosophy and the humane social contract of policing and community safety. Videos of police seen actually beating harmless citizen are circulated in the internet and no policeman has ever been called to a police tribunal, questioned or arrested and tried in courts. This is an indication how draconian the police has become.

Chihuri is not a policeman who believes that the prevention of crime is the operational priority of the police. He has become an active offender, stealing from the police that he leads and giving orders to the police to victimise and brutalise members of the public. He forces the police to buy his and his wife merchandises, force the police to contribute to his dinner parties and extravaganzas with his friends, other supplies for the police like police uniforms, boots, vegetables and other food products to police canteens are by his businesses

Chihuri is the policeman who was trained on oppressive policing concepts that disconnects his understanding about the relationship between the police and the communities in the present day society. His view is that the community is always a suspect and he gets unsettled by the thought of forming any partnership with the community in the operations of the police force in fight against crime and against the inhumane treatment of citizens. He does not believe or even know for that matter that working in collaboration with the community in the identification of community problems and determining the most appropriate strategies to resolving those problems is an important and effective aspect of policing. Chihuri will be never hold meetings with local communities. He will tell you that he is busy attending important issues of his businesses and his party.

Chihuri is a corrupted policeman whose loyalty and accountability has shifted away from the community work to advance the interest of Mugabe to maintain a hold on power. He is a man whose actions are clouded with police serious secrecies and crimes, a behaviour that is unwarranted, shameful and harmful to public safety. Chihuri ignores the important fact that the power of the police comes from the consent of the public that is being policed

Chihuri is not the policeman who is able to maintain the highest standards of integrity expected of a law enforcement agent. He strives on perpetuating mistrust and suspicions between the public and the police force. The Zimbabwe Police forces personify the behaviour and character of its leaders, leaders whose only significant pre-occupation is trading in corruption. The revelation about the unsavoury conduct of Mugabe, Chihuri and Chombo are well documented and disconcerting, and this is played out in the conduct of the general police force that has become the worst police force ever found in the world.

The impact of use of force on the public hardens and cultivates a determination in the public to fight back. There is a point where people cannot take it any longer and therefore seek to defend themselves against unfair and unlawful treatment. If Chihuri continues to deal with protests in the way he is doing now the situation will soon degenerate into anarchy and major losses of life. The Zimbabweans are coming out to express their genuine needs unarmed without the tanks, without the guns and without the teargas but they come out with their word, their voice and their presence. People are speaking. Can't you hear what they are saying? Are you deaf? Please take time to listen to them now with care. The government can no longer guarantee the safety of the public as it has become the perpetrator of violence against the citizens. Self-defence is a God given right. God instilled in every living creature the instinct to survive and protect itself. People will soon stand up for themselves in self-defence. The current suffering will create a greater desire for people to unite, stand up against the evil and win together with great triumph
