GOOD GOVERNANCE GROUP (3G) EPISODE 1.

A lot of us activists, me included, are very good at identifying whats wrong in Zimbabwe. We know who causes it, we know who is stealing, we know who is in charge of the looting. However, along with exposing the wrongs, we need to also offer solutions.

Very seldom in Zimbabwe Opposition do we have a very clear, easily understood, and at times Basic, document or manifesto of what these parties want to do when and if in power. If they do issue a manifesto, it normally is written in such high English that one needs a dictionary to translate it. Others don't discuss their ideas fearing that other opposition may steal their ideas.

Well here at Brett Mu Vet, we have spent the last year or so developing some thoughts that we have formulated into a few documents called Good Governance Group or 3G for short. Over the next few months perhaps longer, we will fully disclose what we think needs to happen to make Zimbabwe work should we eventually have free and fair elections.

Our suggestions may be seen by some as impractical, perhaps even naïve. However all it takes for change to happen is for us the citizens to demand it. We have to have these conversations and we have the right to demand such changes if we all support them.

So if you belong to an opposition party, you need to be having these conversations in your structures. You need to be putting such ideas into your constitutions to make sure your leaders don't become another dictator. We will start with introducing what 3G is and the aims behind it.

It is not part of the video, as it would make it too long. We have instead included it in the title before the video and in the comments section. Feel free to share it and improve it with your own suggestions and ideas.

CHAPTER 24-GOOD GOVERNANCE GROUP (3G) STANDARDS AND GOVERNMENTS/PARTIES ADOPTION THEREOF

24.1- Rough outline of 3G and why we need such standards.

24.2- Founding principles of 3G

24.3- Conduct of 3G in government.

24.4- KNIP- Key National Interest Position.

24.5- Items that will not be tolerated in 3G.

24.1- ROUGH OUTLINE OF 3G AND WHY WE NEED SUCH STANDARDS

24.1.1- 3G was written in response to the corruption and lack of morals being shown by our supposed leaders who managed to enter Government offices. It serves as a guideline as to what we as the Grassroots supporters expect from our leaders before we select them and what they are allowed to do once in power. Any leader who doesn't agree with the statements contained herein obviously doesn't have the people at heart and must not be chosen to represent us as a Party and furthermore in Government.

24.1.2- As citizens of Zimbabweans we have decided to take a stand to promote good leadership and governance within our country so as to strengthen democracy thus enabling it to lead our country out of poverty into prosperity. We must stand against corruption, theft, incompetence and greed from both the Junta and the opposition.

24.1.3- As a group of individuals we are promoting a non-corrupt way of governing our country. We are advocating for the proper use of taxes to uplift our economy and our country. We believe that a person who joins politics must do so because of their drive and love to serve their country and make it a better place. Monetary reward is not to be their driving force.

24.2- FOUNDING PRINCIPLES OF 3G

24.2.1-A strong belief in bible based principles of love, joy, peace, long suffering, kindness, goodness, faith, mildness and self control.

24.2.2- Our members must abhor corruption and make sure they are honest and forthcoming in all their dealings both publically and in their personal lives and in any business dealings they may find themselves involved in.

24.2.3- Public service is a calling and therefore our members must have the needs of the nation at heart ahead of their own.

24.2.4- Be willing to work in government for a reasonable salary and benefits.

24.2.5- Have a history of speaking up for the weak, oppressed and sidelined in society before one aspires to public office.

24.2.6- Realize that Big business has a huge role to play in Zimbabwe but instead of bribing top officials, we need to direct the funding to our national Fiscus in order to develop our country.

24.2.7-Be faithful to their wife and family and show due respect to them as one cannot possibly guide a nation and its people if one cannot guide their own family and personal life.

24.2.8- Tolerant to different ethnic groups, religions, races, genders and sexual orientation.

24.2.9- Have a deep love of animals, nature and our countries wildlife heritage and protect all through legislation and severe penalties.

24.2.10- Realize that our country needs certain sectors to work very well to be able to deliver the basics to our people. Health care, Education and Police service to be prioritized and developed to world class standards as soon as possible.

24.2.11- Submit an annual list of Assets and Liabilities. Providing reasons and proof if any major changes have occurred. These lists of assets will be made public.

24.2.12- If members are able to support themselves independently from their public service jobs, this would be an added benefit.

24.3- CONDUCT OF 3G IN GOVERNMENT

24.3.1- The Annual asset register that we will supply will include direct family members such as Parents, wife, children, brothers and sisters.

24.3.2- Accept a livable wage for any government position that will not exceed $5000.00 per month

24.3.3- Accept if offered a decent medical Aid of not more than $250 per month as well as a decent pension plan of $250 per month.

24.3.4- Accept if offered a government paid vehicle but the value of which will be capped at $40000.00

24.3.5- Accept if offered a fuel allowance capped at $400 per month as well as a cellphone contract and DATA bundle with laptop capped again at $250 per month.

24.3.6- No other perks will be allowed nor will it be accepted other than the ones mentioned above. No groceries, school fees, free vehicles, free air flights, etc etc.

24.3.7- If some of our members are already well off and are successful in their own right then we would encourage them to try and live as modest as possible just to be aware of what the population may think and assume.

24.3.8- Any travel and accommodation needed while in the employ of Government will be done by flying economy flights and the standard car hire as well as standard hotel rooms.

24.3.9- Any meeting or conferences will be done IN GOVERNMENT OWNED ROPERTIES or as basic as possible and costs must be kept down to bare minimum.

24.3.10- Any office furnishing and/or decorating will be done in the most modest and cost effective way bearing in mind some in our country don't have a basic 4 walled room to call home.

24.3.11- If supplies need to be ordered then a fine balance must be struck between cost and quality of the product as well as locally sourced.

24.4- KNIP (Key National Interest Positions)

24.4.1-These positions will be listed and each incumbent is totally responsible for their department and any Mismanagement, theft, embezzlement, Fraud and any other Mis-Dealing will not only result in immediate dismissal, but the incumbent will be personally liable and can and will be prosecuted if needed.

24.4.2- The state will be allowed to go after personal property and business if need be to get the states money back.

24.4.3- Before a position is filled in government, the incumbent will be informed that the position falls under a KNIP post and will sign a form of consent to the standards that come with that position.

24.4.4- By signing this form, this will result in a lot of responsibility taken by the various leaders in their departments and each public servant will make sure resources are used wisely.

24.4.5- Positions considered KNIP are as follows; All soldiers, police, CIOs, Prison officers with ranks. Judges, Ministers, MPs, Councillors, Public Servant heads, Ambassadors, DGs.

24.5- ITEMS THAT WILL NOT BE TOLERATED IN 3G

24.5.1- Receiving of any bribes, be it monetary or gifts in exchange for favorable consideration. This will result in immediate expulsion from the Party/government and a public prosecution case announcement depending on the severity of the case.

24.5.2- Participating in any action resulting in degradation of our wildlife, animals and environment for the sole purpose of monetary gain.

24.5.3- Dis-honoring ones family by physically abusing them and not providing for their own. Remember a person who does not look after their own family cannot possibly look after a nation.

24.5.4- Resorting to violence and intimidation when running political campaigns against others in the group, party and in the opposition as a whole.

24.5.5- Not submitting their yearly assets register will result in immediate suspension pending said asset register.
