Corruption, motivates Zanu-PF grip on power

I have said it before, again and again that corruption in Zimbabwe is state sanctioned. Here we have the Minister of Higher education and Technology abusing the ZIMDEF fund. Some of the money was used to curry favour in his own constituency, of cause for the next election's convenience. Prior to that money had been used to fund the Zanu Pf' purportedly 1 million man March. ZMDEF funds is not meant for any political party business at all. It was formulated and is dedicated for Manpower Development for the whole spectrum and generality of the people across all political divides.

Not prosecuting Professor Jonathan Moyo and his Deputy, Dr Godfrey Gandawa, will continue to expose the Zanu pf's government reluctance and insincerity in acting against corruption.  This will further weaken the anti-corruption body, ZACC. ZACC does not have prosecuting powers. It took only a local vendor to press charges against Jonathan Moyo with the president remaining anticipatedly aloof considering that some of the stolen money was used to fund the march to both buoy his waning support and intimidate internal foes. Therefore many people don't expect him to support Moyo's prosecution also given that Professor Moyo is in the same party faction as Grace Mugabe, his controlling wife. In Zimbabwe, RG Mugabe's weighing in on pre court and in court issues makes a huge differences on whether one would eventually go to jail for an offence. Politics still fetters the judiciary indirectly. Corruption is rampant in Zimbabwe mainly because of this political expediency.

Moyo has also saved RG Mugabe on important occasions. He is the one who crafted POSA. His tenure at the Ministry of information saw the cunning handover of all media formations into the sole control and therefore only broadcasting the wish and propaganda of Zanu pf. In bid to shutting the Zimbabweans to outside political world, 100% local content disguise was instituted. The disguise, was effective in the short term and for now, as Jonathan Moyo's legacy at ZBC. Local content is still just an exceedingly boring series of doctored pre-independency war fables and tales meant to remind people that Zanu pf was behind the bringing of independence to the country and to instil hatred in the people against the whites, diverting their attention from Zanu pf's leadership excesses, corruption, mal-governance, gross incompetence and shocking apathy to the suffering of the masses. This has only all but diverted the majority of Zimbabweans to subscribing DSTV for diverse coverage, exciting shows, unbiased news and educating content, with ZBC survival line being only the extorting of ZBC licence fees on helpless motorists and various businesses and NGOs. Such is the tendencies of autocratic governments around the world, controlling the restricting masses access to information, so as to loot in peace, as this case at hand of Jonathan Moyo clearly illustrates.

Some self-asserted Sharp Shooter, in an article of 16 October's Sunday Mail edition vehemently defended Jonathan Moyo saying he does not have a case to answer. Sharp Shooter was literally angry against ZACC. He also went further to ghastly write, I quote, "In Zimbabwe, there is a thin line that demarcates the functions of Government and the role of the ruling party. Unless there is a clause that bars a Cabinet ministerial budget to fund ruling party activities, Prof Moyo will remain scot free".  

This attitude is the cornerstone of corruption and abuse of fiscus funds in Zimbabwe. For first, Prof Moyo funds the ‘million' man march using the ZIMDEF, and this creates a loophole for him to fund bicycle movement in his own constituency, using same public finances fund. Funding his constituency to boost his electivity is highly immoral as it gives him a huge edge over opposition opponents who can't access to use such public monies to endear themselves to the electoral base. Grace Mugabe's has also on many occasions confused the electorate by ‘donating' farming equipment around the country to Zanu pf supporters when this equipment had been procured using tax payers money and tax is paid in by everyone in Zimbabwe, regardless of political affiliation. So contrary to Blunt Shooter, according to his mis-shoots, Government money has specific purposes when it is approved by parliament during the budget session, and whichever minister who misuses such monies for political gains should meet with the full wrath of the law. Unsharp shooter article was just short of saying ministers could use for any party business they deem necessary, giving excess latitude and therefore creating a loophole for massive corruption. Most loss making parastals have for long funded various Zanu pf activities such as congresses and presidential enormous travels globe wide, to the detriment of these parastals viability and creating vast loopholes for the CEOs to fill their own pockets too. ZUPCO in the same manner succumbed to the unrelenting Zanu pf demands for free transport of party members to functions around the country. Many such parastatls negative audit reports implicating Zanu pf in abuse have merely been ignored and swept under the carpet. But for now ZUPCO is broke and out business, plundered by Zanu pf insatiable demands for free rides. Zaire's Mobutu would instruct his juniors to bring him a million Francs from the country's central bank. On getting to the bank the juniors would present a request for 5 million. The bank would eventually issue out 10 million, 5million for its own management. For the 5 million purportedly drawn for Mobutu and handed to his juniors, Mobutu would still get his million he initially requested not knowing that his criminal need for 1 million bled the central bank for ten times as much.

Such is the ripple wave that authorities' corrupt requests can trigger, its fuller effect will never be truly known to the originators. At a rally in Norton, Partick Zhuwao, whilst parcelling out residential stands to Zanu pf youths, has also weighed in to support Proffessor Moyo's illicit conduct, saying there is nothing wrong with Jonathan Moyo action of using government money for party business. His support resonated with Sharp Shooter's. With Zhuwao being very close to the Executive, and in our culture, perhaps a confidant to his uncle Rg Mugabe, what he was saying was perhaps from the president himself. This has been and still Rg Mugabe's practice of using proxies to convey his own inclinations to sensitive issues and to test the turf, until the dust settles.

So still the illegitimate president is still using condoning corruption as a pacifier to deputies. This is consistent with how himself behaves, corruptly manipulating the electoral field to continuously impose himself on Zimbabweans who no longer want him to manage their own affairs, which he has unfaithfully managed. We still wait to see if odds let Jonathan Moyo is saved by the Rg Mugabe from going to jail, and this once more affirm that the government only jests when it talks against corruption.

It is now conspicuous, easy to see by all, that the desire of the Zanu pf to continue to stay in power is not to serve the interests of the people of Zimbabwe, but merely to continue to plunder and loot resources, whilst the generality of Zimbabweans wallow in total, excruciating poverty. Saviour Kasukuwere is also being fingered in Chimanimani residential stands handouts while top military brass is being implicated in the missing of the $15 billion Marriage diamond revenue. Military generals have openly sworn allegiance to Zanu pf and RG Mugabe while this against the Zimbabwean constitution which demands military neutrality in politics. So the military generals also stand to benefit immensely also from the continuance of Zanu pf in power.

At the burying of the heroic Cephas Msipa at the national shrine RG Mugabe evaded rebuking Moyo's corrupt activities but still showed some discomfort when praising the integrity the late Msipa. Truthfulness completely lack in Zanu pf, and all straightforward person like Msipa are aliens to the party, so RG Mugabe couldn't have talked passionately about Msipa faithfulness, and he did not.  Of cause Cephas Msipa's wish to be interred elsewhere was arm-twisted in line with Zanu pf standard of ignoring other people's wishes besides its own political advancement. In our culture and many other cultures, dead man's wishes are carried in as far as possible, to the letter. Only as a political gimmick, Msipa wishes were raped, in bid to satisfy the Ndebele people and many others who know how worth of respect Msipa was. So it was a sham entombment ceremony which did not really expose the illustrious acts of a Zimbabwean son who completely shunned corruption but was only there to serve the interests of the people.
