Zimra enforces tax compliance for Professionals

The Zimbabwe Revenue Authority (Zimra) has reaffirmed regulations requiring individuals under specified professional bodies to present valid tax clearance certificates before renewing or registering their practicing licenses. The directive was officially announced last month under Public Notice 92 of 2024.
Zimra communications manager, Mr. Francis Chimanda, clarified the initiative in response to an inquiry from Chronicle, stating that the enforcement aims to integrate professionals who are currently outside the tax system while enhancing compliance among those already registered with Zimra.
"This requirement has always been applicable to compliant individuals. However, Zimra is now strictly enforcing the measure for non-compliant professionals, with an effective date set for January 1, 2025," said Mr. Chimanda. He further emphasized that obtaining a valid tax certificate is free of charge.
In Public Notice 92 of 2024, issued last month and in line with amendments to Section 80A of the Income Tax Act (Chapter 23:06), Zimra specified that all individuals seeking certification, registration, or licensing with their respective professional bodies must present a valid tax clearance certificate at the time of application or renewal. The affected professional bodies include Architects, Engineers and Technicians, Land Surveyors, Legal Practitioners, Auditors and Accountants, Health Practitioners, Veterinary Surgeons, Real Estate Agents, and Quantity Surveyors.
The tax authority further stated that the tax clearance certificate must be valid within 30 days of submission. Professionals are urged to comply with the new requirement to avoid disruptions in their practice.
To facilitate compliance, Zimra has introduced an online registration process through the Zimra Service Portal. Users must first sign in or create an account before accessing the main page. They will then be prompted to choose whether they are registering as individuals or organizations. The process requires details such as a taxpayer information number (TIN), employment period, and type of employment. No payment is required to obtain a tax clearance certificate.
In compliance with the directive, the Nurses Council of Zimbabwe (NCZ) has instructed all health institutions and organizations to submit a list of their Zimra tax-cleared personnel before renewal or registration of practicing certificates. The NCZ has warned that no practicing certificate shall be issued without a valid tax clearance.
"In line with Public Notice 92 of 2024, issued on December 5, 2024, by Zimra, the Nurses Council of Zimbabwe advises all nurses to produce a valid tax clearance as part of the registration and renewal requirements. All health institutions and organizations must submit a list of their tax-cleared personnel to the NCZ as a prerequisite for renewal. Please note that all nurses residing outside Zimbabwe are exempt from this requirement," stated the NCZ.
Zimra continues to encourage all affected professionals to adhere to the new tax compliance regulations to facilitate smooth operations within their respective fields.
