Potraz clarifies data rollover, transfer regulations

THE Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has clarified the regulatory framework for data rollover and transfer, following renewed public interest in the mobile service features.

Data rollover allows mobile users to carry over unused data from one billing cycle to the next, preventing wastage, while data transfer enables subscribers to share data with other users on the same network.

POTRAZ noted that the provisions for rollover and transfer were introduced through Regulatory Circular Number 2 of 2019, aimed at addressing consumer concerns over lost data at the end of billing periods.

"Progress has been made on the implementation of the data rollover and transfer initiative. Members of the public are encouraged to take note of the existing regulatory measures aimed at enhancing consumer protection and to acquaint themselves with the conditions that apply to various data bundles," the authority said.

According to POTRAZ, mobile network operators (MNOs) have adopted measures including full rollover of certain bundles, data rollover in cases of network failures, and the ability to transfer data to other users before bundle expiry. Operators have also diversified bundle sizes and configurations to suit varying usage patterns.

The regulator urged consumers to familiarise themselves with bundle-specific terms and conditions and to report any challenges or feedback, which would help improve regulatory oversight.

POTRAZ emphasised that it will continue reviewing the implementation of data rollover and transfer policies and is committed to ongoing public education to ensure subscribers benefit from protections and services.

The clarification comes amid widespread public dissatisfaction over high costs, premature expiration of data, and inconsistent rollout of rollover and transfer features by mobile operators.
