Mnangagwa expands Tungwarara role

President Emmerson Mnangagwa has broadened the scope of Dr Paul Tungwarara's role from a Dubai-focused advisory position to a nationwide portfolio covering all regions and empowerment initiatives.
Dr Tungwarara has long been involved in community empowerment programs under various Presidential schemes, including the Presidential Constituency Empowerment Fund, supporting local development and economic upliftment.
A formal letter of appointment dated February 23, 2026, outlines that Dr Tungwarara will serve a renewable two-year term and is authorised to "conduct mutual engagements on behalf of the Government" within his expanded mandate.
The letter also requested that relevant authorities provide Dr Tungwarara with "all the privileges, facilities and immunities, which other Presidential advisors have in similar circumstances," ensuring his role is fully supported in executing empowerment initiatives across Zimbabwe.
This expansion reflects the Government's intent to consolidate empowerment programs under a coordinated advisory framework, leveraging Dr Tungwarara's experience to drive sustainable community development nationwide.
