Mnangagwa's New Cabinet?

COCKPIT

REASONS:
Kembo Mohadi is a loyal and illustrious son of the soul with unprecedented liberation credentials. However, he has gone on lengthy sick leave for quite a while. He was also injured during the terrorist attack at White City. He should go and rest and enjoy the fruits of his hard work and sacrifices. Most importantly, if he is incapacitated to carry a full work load, then this is not good for the nation which has a huge job of turning around the economy.

Khaya Moyo has no debilitating baggage or scandal. He is well-versed in international politics being an accomplished Ambassador. He is ambitious and competent and will provide positive and healthy jostling with General Chiwenga. He also "softens" the "millitary status" of the 'cockpit" with his civilian credentials.

Oppah Kashiri provides the necessary anchor for Manicaland and provides a wealth of experience in the way and culture of ZANU-PF. It's quite important that the political health of any ruling party be maintained well-lubricated. Political friction will also affect the competence of the ruling party. Therefore a political appointment in the cockpit is vital for the function of government.

Sithembiso Nyoni has been operating SMEs for so long and has been in the President's Office. The wealth of her administration experience is invaluable. SMEs are the key to the resuscitation of the economy because they are easy to fund fully, they are quick to start, they have lower overheads and higher profit margins. She has the key to those SMEs and should be at the finger-tips of the President. Since the mantra is now ECONOMICS its important to have a commercial mind of great experience in the cockpit.

FINANCE --- EDDIE CROSS
DEPUTY --- MTHULI NCUBE

REASONS:
Eddie has written several papers on how he would resuscitate the economy. By now his ideas have been exposed and reviewed at international level. He was actively involved in the resuscitation of the economy during the GNU and knows what works and what doesn't. He has vast international connections and down-to-earth well-grounded home-grown solutions and this is important because every country is unique and although international best-practices should be applied, they must be adapted to the local situation. Eddie's most valuable asset is that his credentials will have the TRUST of international banks. It's also noteworthy that Eddie has confidence in ED and they have worked together before. Confidence in the team captain is paramount in this tight ministry.

MTHULI NCUBE appears as deputy not because of lower credentials but because he has not worked in government before and Eddie can break him in so that when he takes over he has some political experience as well. Otherwise he is eminently competent to run the ministry of finance, politics aside!

AGRICULTURE --- SHIRI
FOREIN AFFAIRS --- SB MOYO

Those two gentlemen are hitting the ball out of the park already. No need to change a formula that's working so well already. It is also interesting to note that in their first civilian appointments they are doing so well belying the stupid notion that the military is bad in government!

HOME AFFAIRS --- MWONZORA
LOCAL GOVT --- ---- MUDZURI
LOCAL GOVT DEPUTY ---  MAJOME

These two ministries are mainly active in the urban centres where the MDC dominates. It is logical that the MDC officials will enjoy maximum cooperation and have sufficient authority from the city fathers. This will also avoid conflicting commands of the nature that resulted in the death of two people in Harare a few months ago. Mwonzoro is a cool mature head and a lawyer who should be able to deal with the complex issues of strikes, demos and other such mob activities professionally. Mudzuri is a qualified professional who ran the city of Harare better than most since independence. He is also calm and grounded and a professional and the cities would benefit vastly from his abundant expertise and talents. Majome will counter-balance any tendencies towards corruption because that ministry has the greatest temptation of corruption.

WOMEN/GENDER DEPUTY ---  MUSHONGA

The only other consideration from a political point and good governance is that it may be necessary to adopt the British system of parliament which affords main opposition a seat in parliament for the sake of a balance when reforms are carried out. This would find Chamisa with a voice for the opposition. I am totally against having two leaders of the winning party and opposition in CABINET----that will just cause too much politics or equally bad, connivance which will weaken the opposition and result in government disruption or corruption.

This cabinet is not complete. I have merely made suggestions in areas critical to political and economic stability.
