What ever the problem is it looks like there is no solution.
I think one of the major causes is the corruption at every VID Depot. It is an open secret that no matter how competent you are those officers will never give you a license if you don't give them something. So at the end of the day incompetent people are "buying" licenses.
This cannot be solved because the will is simply not there.We cannot blame our roads because roads don't vehicles.
