Congratulations Bulawayo City Council

The recent awards given by the Ministry of Local Government, Rural and Urban Development has seen Bulawayo scoop the Water Award as well as the Overall Best Performing Local Authority. The three indicators for water included duration, quality and dedicated water account.
Increased duration of water provision and improved water quality are key tenets of the human rights to water and sanitation (accessibility, acceptability, affordability and quality). Community Water Alliance congratulates Bulawayo City Council for both servicing its citizens and promoting human rights observance.
Community Water Alliance would also want to link the award to the sterling efforts by World Vision International's US$3 million project in Bulawayo. On a comparative note City of Harare's US$144 million China Exim Bank Morton Jaffray Project has not produced any award for Harare in terms of water provision. We therefore urge other cities and towns to take a leaf from Bulawayo City Council.
On a different note we also applaud Bulawayo City Council for taking a different approach from other cities on the policy of pre-payment for water. Bulawayo City Council's customer willingness approach on pre-paid water meters somehow redress the crisis of local democracy which most Local Authorities are reeling under.
