The burial of former Highlanders and Njube Sundowns player Mephias Webb at Lady Stanley Cemetery has sparked controversy over his eligibility.
Webb collapsed and died during a social soccer match on Sunday at Bango Grounds.
Last month, Bulawayo City council unveiled a selection criterion for people to be buried at the site.
It said, "The person must have made an outstanding contribution to the well-being of the community as a whole in one or more of the fields of social activities, civic matters, education, religious leadership, business leadership, sport, charity, journalism, outstanding donations (in kind or cash) outstanding trade unionism leadership, invention which benefited the community as a whole and any other outstanding contribution as may be deemed appropriate from time to time."
It is understood that deputy mayor Gift Banda pushed for his burial at the cemetery.
Banda worked with Webb at Sundown's.
Webb's career in top-flight football started in 1997 up to 2009, playing briefly for Highlanders and for a lengthy period with Njube Sundowns, a team he captained from 1998 to 2009.
He also played for Railstars and Masvingo United and coached Ajax Hotspurs.
At the time of his death, Webb was assistant coach to Philani Ncube at Southern Region Soccer League side Bulawayo City.
He is survived by wife Sichelesile, daughter Melisa (16) and son Mephias Junior (2).
