Zanu-PF Mutare HQ project gains momentum

Negotiations between financiers and contractors for the construction of Zanu-PF's state-of-the-art provincial headquarters in Mutare are progressing well, with authorities expressing optimism that work will commence soon.

Valued at just over US$1 million, the project is expected to become a key hub for party operations in Manicaland, while also incorporating commercial facilities designed to generate revenue.

Presidential Special Advisor on Investment and Zanu-PF Central Committee member Paul Tungwarara said the project will be funded through a back-to-back financing model, allowing the investor to recover costs through business activities on site.

"We are going to put not just party offices, but also a conference centre, shopping mall and other infrastructure to generate revenue. The one who is funding it is also going to benefit," he said.

Ground-breaking for the multi-storey complex was conducted by President Emmerson Mnangagwa during last year's Zanu-PF National People's Conference.

The development will include modern party offices, a conference centre and retail space, forming part of broader efforts to strengthen party infrastructure while creating income streams to sustain the investment.

Zanu-PF Manicaland provincial chairman Tawanda Mukodza said the project reflects President Mnangagwa's vision to modernise and expand party infrastructure across the country.

He noted that the President's participation in a tree-planting ceremony at the site—where he planted a Terminalia mantaly tree in honour of his late mother—symbolised commitment to the project and provided strategic direction for its development.

Mukodza confirmed that 3D architectural designs for the complex have already been approved, with construction materials such as bricks, cement and steel reinforcements delivered to sites in Mutare, Mutasa and Chipinge.

He added that land for a party office in Rusape has been secured near Makoni Country Club, while similar projects are planned for Chimanimani, Buhera, Nyanga and Zimunya-Marange.

According to party officials, the decentralisation of infrastructure to district level is aimed at strengthening grassroots engagement and improving organisational efficiency.

"Local offices become hubs for policy education, youth and women's league programmes, and conflict resolution, cultivating ownership of the party's vision," said Mukodza.

The project is also aligned with Zimbabwe's Vision 2030 agenda, with officials arguing that improved infrastructure will enhance accessibility, accountability and community participation in political processes.

Once completed, the Mutare provincial headquarters is expected to serve both as an administrative centre and a commercial complex, reflecting a hybrid model designed to ensure financial sustainability.
