Residents revolt against ward 23 councillor

Residents and registered voters in Ward 23 under Insiza Rural District Council have submitted a petition calling for a vote of no confidence against their councillor, Nomsa Moyo, citing allegations of poor leadership, financial misconduct and failure to deliver basic services.
The petition, addressed to Insiza RDC chief executive Shepherd Tshuma, government officials and the Minister of Local Government and Public Works Daniel Garwe, was submitted on Tuesday and calls for an investigation into the councillor's conduct and possible removal from office.
Councillor Moyo was elected in the 2023 harmonised elections on a Citizens Coalition for Change ticket.
In the petition, residents accused her of failing to effectively execute her mandate and undermining service delivery and accountability in the ward.
"We, the undersigned residents and registered voters of ward 23, hereby submit this petition in terms of the Rural District Councils Act [Chapter 29:13] to express loss of confidence in councillor Moyo," reads part of the document.
One of the key complaints raised relates to alleged neglect of environmental management, with residents saying the ward has become increasingly unclean due to a lack of organised community clean-up programmes.
They also claim this has contributed to poor sanitation conditions and rising health concerns.
The petition further alleges financial irregularities involving vending licence fees, claiming that Moyo collected payments without proper authority and was later forced to refund affected vendors.
Residents also referenced case records CRB Byo 640/24 and PP Ref RD 584/24 in support of the allegations, which they say relate to a court matter involving the disputed fees.
Additional accusations include political inconsistency, with residents alleging that the councillor supported an independent candidate during the 2025 Insiza North parliamentary by-election despite being elected under CCC.
They argue that this conduct has caused confusion among residents and undermined public confidence in her leadership.
The petition also raises concerns over irregular communication with the community, saying there are no effective channels for engagement and that ward meetings are rarely held.
Residents further accuse the councillor of biased distribution of aid and community resources, alleging that benefits were selectively shared among political allies.
Infrastructure development was also cited as a concern, with residents claiming there has been little progress on road maintenance and stalled projects in the area.
"There has been little to no visible progress regarding road maintenance and infrastructure development within ward 23," the petition states.
The residents are demanding an urgent investigation, the initiation of a vote-of-no-confidence process, and removal of the councillor if the allegations are upheld.
Efforts to obtain comment from Councillor Moyo were unsuccessful, and the local authority has not yet issued a response to the petition.
