The City of Bulawayo has resumed its Public Transport Policy, first introduced in 2012, following delays caused by the COVID-19 pandemic. This policy, which aims to provide safe and efficient public transport for Bulawayo residents, had been stalled since March 2020 when independent operators suspended services due to pandemic restrictions. However, with restrictions lifted and transport operations back on track, the city finalized agreements with approved transport companies on October 18, 2024.
The Public Transport Policy, developed in consultation with transport operators, commuters, and key stakeholders, outlines standards and agreements to improve service delivery across the city. Under the new agreements, five transport companies have been approved by the City of Bulawayo to provide services, including, Bulawayo City Transit, BUPTA, Bulawayo West Transporters, Tshova Mubaiwa, and VUTA.
These companies will now service designated areas as indicated on Map TPC 452, which is available for public reference. They are also required to operate from assigned termini to ensure organized and reliable transport routes.
City authorities have called on these companies to work closely with resident associations to maintain safety, order, and accountability across the public transport network. This cooperation is intended to enhance "ubuntu" values within the community while promoting a dependable transport system for all Bulawayo residents.
