The Society for the Prevention of Cruelty to Animals in Bulawayo has embarked on collecting stray dog in the city to help the local authority clear the domestic animals which at some points attack residents.
Latest council minutes states that the SPCA is involved in the collection of stray dogs in the CBD on behalf of Council and that gesture must be reciprocated somehow and there is no better way than by allowing the society for exemption from parking fines for at least two of their three vehicles.
"I suggest therefore that Council waives parking for only two of the society vehicles as Council is also facing financial challenges. There are no objections to the applications seeing that SPCA is a non profit organisation which has worked with the department and continues to work with the department in removing stray dogs in a bid to prevent and control the spread of rabies," reads the minutes.
The minutes states that in terms of the existing policy, Council had resolved that the SPCA was not part of those entitled to privileged parking discs.
