ZACC officials arrested

Two officials from the Zimbabwe Anti-Corruption Commission have appeared in Plumtree Magistrates' Court facing allegations of criminal abuse of duty and unlawful detention following an incident at Mphoengs Border Post.

Brian Munyaradzi Kombora (32) and Terrence Manatse (34) were arraigned after their arrest last week in a case that has raised questions about accountability within anti-corruption institutions.

According to court allegations, on February 17, 2026, around 8pm, Kombora — reportedly off duty at the time — entered the Zimbabwe Revenue Authority offices at Mphoengs Border Post in Matabeleland South. He allegedly approached a 39-year-old ZIMRA supervisor, identified himself as a ZACC officer, and informed her she was under arrest for an undisclosed offence.

The court heard that Kombora handcuffed the supervisor and demanded money for her release. When she indicated she had no money, he allegedly escorted her to another office where two colleagues were present, locked the door from the inside, kept the keys, and ordered the women to comply with his instructions while threatening their jobs.

The situation escalated when a security guard became suspicious and alerted other personnel, who eventually unlocked the office and arrested Kombora. Manatse is alleged to have attempted to negotiate for his colleague's release, leading to his immediate arrest.

Both accused were granted bail of US$100 each and are expected back in court for further proceedings.

The National Prosecuting Authority of Zimbabwe stressed the seriousness of the matter, emphasising that public office is a position of trust and that the law applies without fear or favour when such trust is allegedly abused, regardless of rank or institution.
