Municipal police told avoid excessive force

Harare City Council officials have called on municipal police officers to use force only when necessary in order to avoid legal challenges and lawsuits.
The message was delivered by acting Harare chief security officer Andrew Manyere during an address at the Harare Metropolitan Police Subsection Two annual master parade held at Rufaro Stadium.
Manyere emphasised the importance of discipline, vigilance, and professionalism in law enforcement duties, urging officers to maintain high standards in their conduct.
He stressed that proper documentation is essential, noting that detailed reports are often critical in legal proceedings. Manyere also highlighted the need for teamwork and caution when applying force, warning that unnecessary use of force could expose officers and the council to lawsuits.
He encouraged officers to remain alert while on duty and to promptly report any irregularities in the workplace, reinforcing accountability within the unit.
The acting chief security officer commended acting superintendent Tawanda Manhando for upholding discipline within Subsection Two, particularly in the Mbare area.
Manhando, in turn, noted the strong working relationship between the municipal police and the Zimbabwe Republic Police, highlighting cooperation and information sharing as key to maintaining peace and order in the community.
The remarks underscore ongoing efforts to professionalise municipal policing in Harare while strengthening collaboration between local authorities and national law enforcement.
