Zimra tightens border controls on bus cargo

The Zimbabwe Revenue Authority (Zimra) has announced stricter border control measures aimed at improving efficiency and curbing abuse of import regulations, particularly at key entry points such as Beitbridge Border Post.

In a statement issued yesterday, Zimra said it had noted increasing misuse of the travellers' rebate facility, with some individuals allegedly transporting commercial goods aboard cross-border buses to evade duty payments.

Authorities say syndicates have been exploiting the system by smuggling goods meant for resale under the guise of personal luggage, thereby avoiding import duties and export levies.

"Travellers are reminded that the personal travellers' rebate is US$200 per person per calendar month, subject to prescribed conditions," Zimra said.

Goods exceeding this threshold attract duty on the excess value, while items classified as commercial consignments must be fully declared and cleared through licensed clearing agents.

Zimra emphasised that bulk goods intended for resale, regardless of value, fall under commercial cargo and are not eligible for the rebate facility.

However, the authority noted that consignments valued at less than US$1 000 can still be cleared at customs counters without necessarily engaging clearing agents, although doing so is encouraged to facilitate pre-clearance and reduce delays.

"Passengers will continue to be prioritised for faster processing, while commercial cargo will be handled separately through clearing agents," the authority said.

Zimra urged travellers and cross-border traders to accurately declare goods, ensure all permits and supporting documents are in order, and make use of pre-clearance systems to avoid delays.

The move is part of broader efforts to restore order at the borders, enhance revenue collection and promote fair trade practices.
