Umguza Rural District Council has formally applied to be upgraded into a city, proposing the name Umgungundlovu Western City, in a bid to transform the peri-urban district into a major economic centre on the outskirts of Bulawayo.
The application, currently awaiting gazetting by the Ministry of Local Government and Public Works, forms part of a broader wave of local authorities seeking upgraded administrative status across Zimbabwe. Officials say each application is being assessed against criteria such as population growth, infrastructure development, economic activity and administrative capacity.
The proposed upgrade reflects Umguza's growing importance as a spillover zone for Bulawayo's expansion, with increasing residential developments, business activity and improved transport linkages contributing to its rising urban profile. The area has also become attractive for housing schemes, agriculture-based enterprises and small to medium industries due to available land and its strategic location.
According to the ministry's director of communication and advocacy, Mr Gabriel Masvora, several applications are under consideration, with some awaiting gazetting and others still undergoing technical assessment before further progression.
Umguza's proposal stands out in Matabeleland as the only one seeking full city status under the new name, a move that could significantly reshape the region's urban and economic landscape if approved.
Nationally, 16 local authorities have submitted applications for status changes, ranging from rural district councils seeking town board status to town councils applying for elevation to municipality level.
The initiative aligns with government objectives under the National Development Strategy 1, which prioritises structured urbanisation, infrastructure modernisation and balanced regional development as part of Zimbabwe's Vision 2030 economic agenda.
