CAB3 formally tabled in Parliament

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi on Tuesday formally tabled Constitution Amendment Bill No. 3 in the National Assembly, marking the beginning of parliamentary consideration of one of the most closely watched constitutional reform proposals in recent years.
The Bill, which was gazetted on February 16, has already undergone a 90-day public consultation process conducted by the Parliamentary Portfolio Committee on Justice, Legal and Parliamentary Affairs.
The consultations included physical public hearings held across the country between March 31 and April 2, as well as written submissions from stakeholders, civic groups and members of the public.
Last week, the committee completed the processing of submissions gathered during the nationwide outreach exercise, paving the way for the Bill's formal presentation before legislators.
The tabling of the Bill comes amid growing public debate over the proposed constitutional amendments, with supporters arguing that the changes are necessary to strengthen governance structures, while critics have raised concerns about their potential political implications.
President Emmerson Mnangagwa recently expressed satisfaction with the consultation process, saying citizens from all parts of the country had been afforded an opportunity to share their views on the proposed amendments.
"The consultations were conducted across the country and all regions were given an opportunity to express themselves," the President said.
With the Bill now formally before Parliament, legislators are expected to debate its provisions before deciding whether it should proceed through the remaining legislative stages.
The parliamentary discussions are likely to attract significant public attention, as various political parties, civil society organisations, constitutional experts and citizens continue to scrutinise the proposed amendments and their potential impact on Zimbabwe's constitutional framework.
