Zimbabwe Parliament resumes CAB3 debates

Debate on the Constitution of Zimbabwe Amendment Bill (No. 3) is set to resume in the National Assembly today, with Parliament expected to conclude the Second Reading stage of the proposed legislation this week.

The Bill has generated unprecedented interest among legislators, with more than 110 Members of Parliament already contributing to the debate, making it one of the most extensively debated pieces of legislation in recent parliamentary history.

Further contributions are expected before the debate is formally closed.

Speaking last Friday, Ziyambi Ziyambi said Parliament would continue allowing interested legislators to participate before he delivers his response to issues raised during the debate.

"We are still happy to have a couple more MPs, those that are willing to debate again," said Ziyambi.

"So, on Tuesday, we allow those that want to debate, but once we feel that all the MPs that are willing to debate have debated, I would then give my responding speech, addressing issues that were raised by Honourable members, and that will pave the way for us now to move to the committee stage of the Bill."

The Committee Stage is a critical phase of the legislative process during which lawmakers examine the Bill clause by clause and consider any proposed amendments.

During this stage, Members of Parliament may suggest changes to specific provisions, although the responsible minister retains the authority to either accept or reject the proposed amendments.

The Constitution of Zimbabwe Amendment Bill (No. 3) has emerged as one of the most closely watched legislative proposals before Parliament, attracting significant public and political interest.

According to parliamentary proceedings, the majority of legislators who have participated in the debate, including some members from the opposition Citizens Coalition for Change (CCC), have expressed support for the Bill.

Once the Committee Stage is completed, the Bill will proceed to the Third Reading in the National Assembly. If approved, it will then be transmitted to the Senate for consideration and debate.

The progress of the Bill through Parliament marks another important stage in Zimbabwe's constitutional amendment process, with attention now turning to the Minister's response and the detailed clause-by-clause scrutiny expected during the Committee Stage.

With debate nearing conclusion, Parliament is expected to determine the Bill's immediate future before the end of the week.
